Biography

Penny Sell, MEd, serves as the Chief of Professional Services at Instructional Empowerment. Within this role, she is the professional services business leader and guides a dynamic team of internal faculty committed to ensuring the success of our partnerships with school districts. With a focus on implementing a rigorous model of instruction, Penny ensures her team provides robust support to schools and districts, helping students achieve excellence and build agency.   

Penny brings over four decades of distinguished experience in education, having thrived as a teacher, administrator, trainer, leadership coach, and consultant. She is a three-time Teacher of the Year honoree, whose last two decades have been devoted to leadership coaching and the development of high-impact instructional practices.  

Her tenure includes extensive roles within a large urban district, as well as more than 20 years as a consultant and leadership coach. Over the past 13 years with Instructional Empowerment, Penny has continued to expand her expertise in effective leadership and instructional systems. As Chief of Professional Services, she is dedicated to enhancing educational systems across the country, taking personal responsibility for the success of students, teachers, leaders, and districts in partnership with Instructional Empowerment.  

Penny holds a Bachelor of Science in Exceptional Education from Central Michigan University and a master’s degree in educational leadership from the University of Central Florida.
